01 / The stakes

Federal contracting is a market that punishes governance failure.

Defense, logistics, and federal civilian work runs on contract value most firms cannot afford to lose. The rules that govern that work are precise. Operators who get controls wrong do not get warnings; they get consequences.

02 / The differentiator

Most compliance consultants have only read about the failure modes.

We have lived inside them, paid the price for them, and built the systems to keep other operators outside of them. The framework is not academic. The framework is what we wish someone had handed us.

03 / The seat

An operating CEO who consults. A current operating seat.

Paragon Government Solutions is the day-job, a federal contracting firm led since July 2022. Justin W. Lee Consulting extends that operating experience to outside clients.

The angles you can't Google.

Most government contracting advice was written by people who have never sat at the head of the table when a federal award went sideways. Ours was not. Justin built and ran a U.S. military supplier operating across Kuwait and Iraq, accrued more than $92 million in awarded work stateside and internationally, faced the consequences when controls slipped, and rebuilt the entire operating discipline from the ground up. The lessons are not in any FAR clause, any training certification, or any AI model's training data. They are in the doing.

  1. 01

The failure modes you only see from inside.

Three good firms can fold over the same compliance gap before anyone outside the trade notices the pattern. Recognizing it early is a function of having watched it happen, not having read the after-action.

  2. 02

    The relationships that compress timelines.

There are contracting officers, set-aside specialists, and prime BD leads who take meetings because of who introduces you. That list is not on LinkedIn. It is built one award and one demonstrated character at a time.

  3. 03

Sustainable scaling, not the hockey-stick promise.

The firms that grow from $2M to $20M and stay there are not the ones that win their biggest contract first. They are the ones that build the operational scaffolding before the contract lands. We know which scaffolding, in which order, and at which size.

  4. 04

Which boxes are real, and which are theater.

Two decades of submissions teaches you the difference between the requirements that decide an award and the ones that exist because nobody updated the template. That distinction is worth millions in proposal cost alone, and more in time-to-revenue.

Four steps, in this order, always.

01

Step one · Discovery

Diagnostic Call

A 45-minute working session. We pressure-test your current posture: compliance program, contract portfolio, leadership pressure points, and what is actually keeping you up at night. You leave with a written diagnostic whether or not we work together.

02

Step two · Plan

Strategy Plan

Within 10 business days, you receive a written plan: what to fix, what to leave alone, what we will own and what stays with your team, and the milestones that mark progress.

03

Step three · Build

Execution Sprint

We embed. Compliance buildout, strategy work, coaching cadence, or turnaround operating support, whatever the plan called for. Weekly working sessions, daily access, full document and pipeline transparency.

04

Step four · Hand off

Transition & Scale

Every engagement ends with a transition: your team operates the systems we built, with optional ongoing advisory. The objective is independence. We measure success by what you can do without us.

An ethics and compliance consultant who has only ever read about the failure modes is the wrong consultant. The right one has lived inside them, paid the price for them, and built the systems and the personal discipline to make sure other operators don't.

Writing from inside the work. No paywall, no upsell.

Forty-five minutes. Written diagnostic. No obligation.

If you are mid-event, mid-pursuit, or watching the controls you put in place last year slip under operating pressure, the diagnostic call is the way in. We will write up what we find and send it whether or not we work together.
